Position: Director of Pre-Construction Services

Location: Based out of our Rapid City, SD office.

  • Helps to prepare and present proposals as required.
  • Manages and maintains budget through design.
  • Schedule and facilitate pre-construction meetings.
  • Manage client relationship through Pre-Construction Phase.  Establish effective client and team communication procedures.
  • Facilitate and lead Pre-Referendum process with client and Project Team.
  • Be a resource to the Project Director and Project Manager in initiating project direction, including budget development, milestone schedule, detailing design phase completion, bidding strategy, and pre-construction planning.  Identify scope and communicate to internal team members.
  • Develop bidder scope of work.
  • Prepare scope comparisons of bids and proposals.
  • Create estimate summary sheet; review proposal with appropriate team members.
  • Identify most likely risks to occur and develop a plan to mitigate those risks
  • Completely understand client’s issues and objectives and make sure these things are communicated to the team.
  • Assure bid pre-qualification statement process is complete and verify bond approval and insurance requirements.
  • Plan for and use established bidding procedures assuring adequate sub contract/vendor solicitation occurs.
  • Act as key contact person for Architect and/or Owner for all project questions whether in-house or with subcontractors during Pre-Construction.
  • Verify assignments to quantity “take offs” with Estimating Coordinator and confirm all information is disseminated to subcontractors, vendors, and others working on the bid.
  • Understand all specifications, plans, site through electrical, regardless of separate primes.
  • Ensure that all general condition items are completed and reviewed including Safety.
  • Develop project schedule and establish time frame as required.
  • Review risk analysis with Principal and secure mark-up denoting: client/owner, timing of year, amount of self-performance, assigning Foreman/Superintendent, type of project, etc.
  • Draft and finalize Project Scope Proposals.  Present to clients during Bid Review Meeting.
  • Maintain primary line of project communication through Pre-Construction Phase


  • Minimum 10 years’ experience in Commercial Construction as a Project Manager
  • Bachelor’s Degree in Construction Management or related field
  • Must have experience with estimating
  • Ability to travel 20% of the time
  • OSHA certification a plus
  • Computer skills required
  • Strong communication and customer service skills desired
